Iran and Russia both seem to have incentives to mess with us. They would both be vulnerable to some form of retaliation. But it would probably hurt us more. They’re already poking us in case someone didn’t notice.

Yep, the problem is even though we have the means to retaliate, we won't because we're run by a punch of *******. We could cripple them with a cyber-attack on their infrastructure, and I doubt it would even be that hard for our government, much less some script kiddie living in his parents' basement to do.
