OK, I will say it. I don't know if he can squeeze it into that price range but CM shoot can build you one that would be leaps and bounds above what you will get at that point or you see what he can do for you as far as shelf wise.

PSA = pure crap. I just posted a problem I have encountered with a friend's rebarrel job. Their barrel I am having to do work on because it's junk and was brand new. He went out and tried to shoot it yesterday and it has feed ramp problems and the chamber needs to be honed. Two problems needing to be addressed and he didn't even get one round out of it.The M&P AR's are garbage. I've handled very few and each one had issues.
I joke a lot about PSA being the GOAT, but seriously they are the GOAT of budget AR's.
If you're going to go the budget route and spend $600 or less there's really no need for any conversation outside of PSA.
