Not entirely correct. On an AR there is no way to "Permanently" alter the length or caliber since you could always buy another upper and put it back in that configuration. Also, there is no requirement to keep anything in the configuration you registered it as, the ATF simply "requests" you notify them of any "permanent" changes so they may update the registry.
 
So, if I set up a trust now, does that mean that after July 1, any purchases under that trust will need fingerprinting and CLEO approval? Do I have to make a purchase before July 1 to avoid the additional regs?

You have to have your Forms pending or approved before July 1 to avoid the new regs. Waiting until July 1 to purchase wouldn't be prudent as it can take a couple weeks for Forms to get to a 'pending' stage, and I'd expect that time to only climb from here on out.

You will need fingerprinting and photos but not CLEO approval. You only have to notify the CLEO of the purchase.
 
The notifying is what I'm curious of. Does a phone call count? Letter? Post it in the paper like a divorce?


It is just like when you get an FFL. You send written notice to the CLEO that you are applying for a NFA item. The CLEO in your area opens the letter and throws it in the trash because at the end of the day, they don't give a crap.
