They destroyed some of the guns seized from Georgian forces, but a lot of them found their way back to Mother Russia also.

As far as the OP, you to tell your friend no thanks and not to ever discuss it with you again. And steer well clear of his buddy.

A friend of mine at work, has a buddy selling a full auto M4. But he got it from overseas. So how will I go get it registered if I wanted it?

BTW, your post here screams, "i'm ATF, this is a trap". And I highly doubt your friends buddy has a full auto or could even tell the difference.
