The way I’m reading it is that silent mode won’t stop reception of the alert but, it should still mute the noise of the ringing, etc.

I saw that yesterday. Imagine if they launch a nuclear strike while quietly moving their people to shelters during their “test”. While at the same time we are testing our alert system so everyone here thinks it’s only a test so the real warning is ignored or doesn’t get through.

Can't be turned off but you can set the alert to vibrate
