A big step toward keeping serious criminals in prison would be to remove less serious offenders.

LEO's have absolutely NOTHING to do with how much time an offender gets or serves....
You want BS as you call it regarding this topic address your commentary to legislators, who pass the statutes, prosecutors who make the plea agreements/conduct the prosecutorial procedures or the judges that conduct the trails and interpret the laws that the legislature has written.
LEO's have nothing to do with any of that..they apprehend offenders and collect evidence, beyond that it is out of their hands.

EVERYTHING bad that happens in the world IS NOT the fault of LEO's.
