Small Engine Mechanic ??? (UPDATED, got'r fixed)

So, I have a 5hp Briggs & Stratton 4cycle outboard on a little JonBoat that after last season, quit starting (pull cord).

So far I have:
New plug / New fuel filter / New fuel lines / New ignition coil / New breather lines for the carb

after all of this, I still was not able to get the motor to start. I took the carb all the way apart and cleaned and rebuilt.

Before I go and put this back on and it don't start again and I just throw the motor in the river... WHAT ELSE AM I MISSING... It doesn't have a air filter on it. My basis should be covered, AIR/FUEL/SPARK!!!

Yes, bowl is filling up after each time I have emptied it.

Have you visually seen it making spark ?

If the spark plug is wet when you've pulled the motor over several times, you're not getting any fire. You may have a fouled plug or an ignition/kill switch problem.

Yes, pulled the plug out, after I discovered my spark tester doesn't work, and it is sparking!

Can a plug actually fowl to where it will not work properly. It is a new plug that the motor has never ran with.
