Incorrect - Silencers are not on that list as noted above and do not require a 5320.

Yeah, if I don't need the form there's no need to notify anything. Plus it's legal there.

No form for cans, travel all willy nilly. Just make sure your headlights/tail lights work if you drive through and cant avoid states like NY, NJ, HI, etc.
