I was told a rifle buffer tube was considered a rifle buttstock... that an AR pistol needed a bonafide pistol buffer tube. Looking at the OP's photo, which is correct?

Nope, the ATF has said that a normal buffer tube is fine, you have to dance around constructive intent, which he has done by wrapping the tube in cord.
