How do you know they weren't sarcastic ones? So my question to you again, before you pat yourself too hard on the back, is this,.... Is GLWS banned or can it be used if not in a sarcastic tone?

The rule says "sarcastic GLWS comments". If it can be construed as sarcastic, it's treated as such.

Who decides if it's a sarcastic GLWS or a non sarcastic GLWS...and what does that person base their decision on?

It's a judgement call. If we perceive it as sarcasm though, somebody else likely would too.
