This just goes to show you can always trust the three letter government agencies to do what is best for them and sneak things in to make you a law breaker one way or another they love fishing to take your money and rights away, this is one reason I don't have anything that requires a tax stamp because In the end they will come for the easy to find target's first and when you file a tax stamp it's making life easier for them.
