Watched a cop abuse an animal pretty badly yesterday

It sounds like the cop did the wrong thing but he may not have done it out of anger or hatred of the little kitten --but instead he wanted to scare it from coming back to the road again where it was likely to get killed.

So, maybe by flinging it off the road with force he caused it to run away from the road rather than back toward the road .
Maybe he thought by throwing it it might break its leg and then wouldn’t run back in the road….. How about just hold it until the funeral procession was through then take it to a shelter. That would have taken intelligence which is a scarce commodity in the LEO world.
 
Never had a cat for a pet. Karma will catch up to that cop. I have some feral cats. I can't get close em. I put straw under my storage buildings for bedding and throw food scraps out for em....They are on their own. Some people would get rid of em for just getting on the vehicles. How people treat animals says a lot about em . So does a round of golf.

Forgive me if I am missing the joke here, which I hope I am, but that is some serious mental gymnastics to justify this

He has to follow the procession, to stop traffic at another point.....it's a schedule they follow

Plausible. But the overwhelming evidence of the collective behavior of his colleagues points to him just being an asshole.
