It looks like a scene in the armory.
That scene, and the next, where soldiers are firing prone are either from before the WW2 or very early in the WW2. Uniforms are old style, with rank insignia on the collars and "budenovka" hats (introduced during the Civil war, modeled after the Russian knights' helmets).

I wonder if when they shot them they cocked the bolt before cycling it usually?

Now I'm going to have to get one out of the safe and cycle it that way. Wonder if it makes the bolt easier to cycle.
