18yr old daughter is starting college and needs a self defense weapon. Guns on campus are out so what is the best self defense weapon?

The number of people saying gun is absolutely absurd. Likelihood of being found out for and charged with a felony is much more likely.
If people would quit sheltering their kids so much maybe they wouldn't be as concerned. Yeah, there's bad **** out there. If they don't see it or made aware of it then they won't know how to handle it.

No don’t get Gel of anything it takes too long to activate. Can be 40 seconds or more once applied which is way too long before it starts to Take affect. POM spray is A great option. Chuck Haggard has a lot of info on pepper spray and its benefits. With quality stuff blow back is not as much of an issue as some people make it to be. At least from the research and looking into I’ve done

And don’t do mace! It’s not pepper spray and doesn’t have same effect.
