Actually, they are average intelligence for a dog, which is a lot smarter than most people realize. However, they are also typically extremely suborn and think they should rule the world. It's probably not a matter of him not understanding what you want and more a matter of him not caring what you want.

If a Frenchie's mentality is similar to an English bulldog, like others have said don't confuse stubborn with stupid. My ex had an English bulldog that was smart, took us time to tell the difference between stubborn and stupid.
