It really is not going to stop them, but perhaps make it more difficult. Just my thoughts.
Practically every gun control law is based on the same thoughts. I am afraid though that the evidence does not support your implied belief that maybe on balance it reduces crime because maybe it makes it harder to get a gun for criminals.

Even if we ignore the fact that nobody free to move about society unsupervised even needs a gun to attack another and commit murder/crime, it was those same beliefs you hold that lead to the NICS system. You might call that the primary mechanism of gun control in the US created because the 68' gun control act was obviously not working to reduce crime. But of course that did not produce the evidence to conclude it worked either. Even though gun control proponents will tell you it has stopped more than 1.5 million (implied all prohibited persons from the 68 gun control act) from buying guns in the years since it was put in place. Wow, as long as you ignore the fact that nobody needs a gun to commit crime/murder and ignore that guns are only especially well suited for defense, that point would seem to support the belief that maybe it does make it harder for those with criminal intent to get guns legally and for many it implies that it must mean less crime (again only if you ignore some facts which gun control believers always do)...

Except if you look past the often heard talking point, only a handful ever go to prison for it. Note in 2010 the fbi denied more that 76 thousand people by NICS. And a grand total of 13 were successfully prosecuted and far less than 10 served time for it. It is a similar story every year. Even though it is a federal felony to even fill out the form if you are prohibited. Still though maybe on balance it prevents crime, no? Even though the price is quite steep financially to support the law for the measured results you get. But wait... what about the all those other people? The 1.5+ million who were not allowed to buy guns but were not really prohibited people who needed to be in prison? The overwhelmingly vast majority of them simply have similar information to those on the banned list and for that they were denied their fundamental right of self defense by their government. that didn't happen just once or even just a few times but +1.5 million times..

Of course the gun control proponents typically deny that such a right is anything other than silly and not even necessary. Nobody "really" uses a gun for defense... so what is the big deal? Well lets think about that. Now, I am willing to stipulate (without even checking) that a large portion of those more than 1.5 million people probably did not perceive an immediate danger which they needed to purchase a firearm for self protection. For many it may have been a clear infringement on their liberty (that can not stop crime anyway) but it was mostly only in the form of an annoyance and some interruption of their lives. And of those who were trying to buy because they WERE in need of the best self defense tool available, I would even stipulate that some maybe even already owned a firearm or could borrow one from a friend (in some states) they could use to protect themselves. However, the law of averages says that there simply had to be some statistically significant percentage of those more than 1.5 million citizens who DID perceive they were in danger and DID need that gun for defense but were denied their fundamental right by their own government. This means that certainly there is some blood on the hands of those who support the law.

So not only is it illogical to conclude that the law prevents crime, it is inescapable that it actually harms innocent law abiding citizens by denying them their fundamental right of self defense which is supposed to be protected by the second amendment of our constitution.
