The answer here is easy. The person who buys the gun simply no longer wants it.
When they bought the gun, they intended to keep it for a while. They then decided they didn't like it and decided to sell.

"Intent" is never an issue, because "intent" can change. One can totally "intend" to puchase something for themselves, and then intend to sell that item later on.

"Intent" is a nebulous legal place. Intent changes all the time.

very true. you just can't go into a gun store with the 20 yr old looking for a gun, tell the clerk it's for him, but he's not old enough to buy it, and then proceed to buy the gun.

that is the true question that I read in the original post.

I have bought many guns and pretty quickly decided I didn't want them, and that's perfectly ok. then you can sell to whomever you want, as long as they are over 18 and not prohibited from owning a firearm
