Im 5'5" I carry 3" and 5" 1911s in a comp-tac minitor IWB holster at 4 o'clock. Conceals very well. I also carry my 3" in a Don Hume IWB leather holster at 3 o'clock when Im driving a lot, as the comp-tac is not very comfortable when sitting for more then an hour or so.

I carried a commander size 1911 for years in a Don Hume 721 OT which fits your budget and it's quality. Wear it at the 3-3:30 position and it worked great for me. Also don't be so paranoid about printing(unless it's crazy obvious) no one really pays attention and you notice more than they do lol
