Constitutional carry for out-of-state visitors

In Georgia's new constitutional carry law, can out-of-state visitors carry without a permit and reciprocity?
Also... can legal immigrants (green card) carry without a permit and reciprocity?

Do these people have the Constitutional right to free speech? (The answer is yes btw)
The two groups you describe both enjoy the same Constitutional amendments as in-state, card carrying citizens do. All 33 of them.

I plan on getting a carry permit so I can legally carry in those states offering reciprocity. I believe you need this. Like we need gun free zones. But the law is the law.
