It is probably an agency trade-in with all the "restricted to law enforcement government only" markings. Like this one.

Nice SBR. I have an LMT coming out of NFA purgatory any day now.

Yes it is a 6933.

It says:

It isn't an agency trade-in, I bought it new from the dealer and have put 200 rds through it.
