Giveaway Rules and Milestones

I am sorry to say that I have been on the ODT for over two years and have not been very active until lately as far as forums go. I like that people provide different give aways when they reach certain milestones. I see them at all different times.... are there actual guidelines for these giveaways when the specific milestones are achieved or is it just a nicety?

It's done absolutely voluntarily by the nice folks who feel like doing something, and it's all done for fun.
