Here the "citizen" would have been at worst, shot and killed and at best charged with assaulting a police officer and obstruction. Maybe theft too since he grabbed the keys to a police vehicle.

So you are saying a citizen who put hands on a LEO, takes the keys to his vehicle and forces the LEO into confinement would NOT be shot or charged ? He would be free to go ?

When LEO talk about "one bad apple" they are REALLY talking about the ONE who will stand against wrong doing & abuse.
