The biggest issue is not knowing, or complete disregard, of boating rules. Right of way, distance from other boats, no wake zones, etc.

The biggest issue is the LEO being more concerned about generating revenue $$$$ from a BUI on the random stops of people doing nothing wrong, while blatant safety violations are often ignored because they just don't create enough revenue. I read an article last year that the LEOs made 55 stops on Lake Sinclaire that netted 2 BUI. So 53 people, along with their family were just harassed for the sake of $$$$$ generating revenue. I live within 10 miles of Sinclaire and Oconee, but I haven't been on the water in years. There doesn't have to be probable cause to get harassed on the lakes by LEO. I'm sure they are getting all geared up for this weekend.

Personally I think you should be required to have a "boating license" just the same as a motorcycle license.
