is that a well cover in the middle of the picture, beyond the trees?

From the looks of this picture, if you want to move the water away from the outbuilding, you are going to have to take those trees out, grade the area away from the building and either put in a wall, or grade the area on the slope into a drainage ditch. It will take a lot of dirt moving

nope! That was the previous owner's dog house for the dog they had before the current one. So it's just yard art.

They broke up the rock and re-landscaped the flow away from the foundation
