Mil spec

Just to clarify I'm not talking about people saying it has mil spec parts it's that I see people say "this weapon is 100% mil spec" when it is just some civilian semi auto sporting rifle. That's what I meant

I think the issue really stems from most people just not understanding or having enough knowledge on the matter. Any manufacturer can build a rifle to Mil-Spec standards or better. All the manufacturer is saying is that their rifles are built to meet or exceed a specific set of standards as set forth by the Military. Not that their rifles are exactly the same as what is issued to the military.
