Need a locksmith to help a friend with a trunk lock on a Toyota Aristo 1998

Buddy bought one from Japan and the seller did not include a valet key for the trunk (deck) lid. It's the same car basically as a Lexus GS300 1998 model. The Aristo has no VIN, just a chassis number. Any locksmiths you know of who might be able to make him a key to fit the deck lid?
