Burglary of a private home used to be a capital offense.
For a 17 year old burglar, maybe that would be too harsh.
I would have no problem with giving him 20 years of forced labor in a prison work camp, though. Maybe at 37, when he is released, he won't be such a useless and dangerous POS that society has to deal with.
At least he can break rocks and dig stormwater ditches alongside roads to pay for his medical care and food for the next twenny years.
