yes. there is no "renewals" anymore. you have to reapply everytime now.

I applied for mine a few days before Christmas here in Gwinnett. Took 11 days including weekends and holidays

Barrow county told me 2weeks. Went yesterday 3/5/14 so we'll see how long it takes.

Received mine on 3/13/14. Applied on the 5th. So around a week and a half for Barrow County!!!
