What the heck is this on my Remington 03A3?

I'd start with a blow dryer and a tact cloth, see if you can gently heat up and rubb off. Really old linseed oil or similar is my guess.
 
Lots of good advice here. DON'T use MEK though, it'll strip everything off the stock. I worked at a place in the 80's where MEK was used a lot and that stuff will eat up all kinds of stuff plus it's HIGHLY flammable & explosive. It caused one HELLUVA BOOM and fire when I worked there, I helped put the fire out before the fire dept got there and took one of the guys to the hospital with 2nd and 3rd degree burns.

Thanks to alleycat alleycat for the Citrusstrip recommendation followed up with odorless mineral spirits.

She looks almost presentable now...
