When is a firearm considered to be "loaded" here in GA

Why not? If you are carrying a gun for protection and it's not ready for immediate action then you might as well just leave it at home. Sort of like waiting to put your seat belt on until you slam on the brakes. It's a very false sense of security.
I should have clarified....I only carry locally when I walk in the woods. Sometimes when I travel, I will keep a rifle behind the rear seat of my crew-cab. If I feel I will need a gun, it will not be a hand-gun anyway. It is a personal preference.

Sure, fat lot of good it does there. Hundreds of glock NDs could have been prevented had the owners practiced Israeli carry instead of "shoot myself bubba" carry because, ya know, you neva know.
dont the Israeli's carry a long gun as well...
action always beats reaction. if you are worried about a ND,dont carry a gun prone to ND's.
carry a double action.
but if you chose to carry,carry prepared. the guy in the church in Texas died with a loaded firearm. he could not draw faster than the bad guy could shoot. it took him giving his life to give the other guy a chance to get the bad guy. trust me,MR Jack Wilson would be dead if he added a "rack in a round" to that scenario.
a loaded gun is a prepared gun,a gun without a round in the chamber is the worlds most useless,dull,cumbersome pocket knife.
carry loaded. if you carry unloaded you should just carry throwing stars. either will get you killed in a gun fight. but at least with the throwing stars,people will talk about you for years to come..
 
Until a round is in the chamber, you have a paperweight. Even a manual safety is considered an unnecessary required action by most agencies, hence the trend to striker fired guns.

Obviously, I don’t care how anyone carries, but for me, it’s gonna be ready to go.

As for when you’re gun is considered loaded, I’d say a firearm would be treated the same even if you didn’t have ammo for it. It’s still a gun in the eyes of the law (if that’s what you’re inquiring about?).

I ALWAYS carry my Glocks in a holster of some flavor to help prevent the accidental discharge
