Not gambling just a raffle, if the money from the raffle goes into the prize and not into someone's pocket, it shouldn't be a problem.

Raffles are illegal if you're collecting money for profit. If all the money goes into the rifle it shouldn't be illegal right?

If it is collected for profit, you can obtain a raffle permit, but in this case, it is not for profit. It is looked at like a neighborhood poker game, where all the money goes back to the winner, and nobody profits anything.
