Anyone have access to a GM TechII tool?

Oh, I have, trust me. 2008 Chevy Cobalt, definitely needs the TechII.
You do NOT have to use a tech2

I had a Matco Maximus 2.0 that did all gm key fobs
Also have a currently versus edge that does it

But most lock Smith’s good ones has the software to do same

The old gm Keys you can do it without a scan tool

Like old fords too

If you was closer I’ll be glad help with my scanner

I just did a 16 Gmc key fob for my neighbor

Look on the internet, several websites have programming info without tools or dealer help. I programmed 2 fobs for my Nissan Titan like this, there are instructions for Chevy Cobalt also.

Yeah, I had a local locksmith do it. He had a universal programmer that takes "tokens". Each time he programs a car, it uses one.

Interesting that you need that tool to program the car to the fob but you don't need it to marry a pass key to the car! Go figure.
