Lowes sells big rolls of deer netting- black plastic net that is fairly inexpensive. Using that stuff and some pvc pipe, you can make a cover that will keep out the fall leaves and the birds.

I had the same issue when I lived in MN. I placed 2 brass spitter cranes by the pond and never had a problem after that.
