People ask me all the time to load ammo for them, the answer is the same all the time. NO!!!!

I Load mine with a guy who has been doing it 40+ years. Never had a hiccup.

Weigh and pull a couple of rounds and see what you have. If everything checks out just shoot them. Most of us have shot ammo, or used components that have been manufactured all over the world and never gave it much thought.

If an ODT individual was selling a firearm along with the ammo they reloaded, what stipulations would you require to feel safe shooting said ammo if you bought it?

Unless they have the proper FFL to manufacture ammo that's a big no. Aside from the legal issues, it's just not worth the risk. I'm not shooting unknown hand loads; even from a family member.
