Got the impression he was asking mostly in terms of a private sale.
A lot of people still think they can cross state lines to buy firearms in a private sale. I have had several people that were out of state to contact me wanting to do a FTF to buy something I had listed on the board. I told them we would have to do a transfer through a FFL Dealer but they all said we could could sell/buy in a private sale. I had to tell them the ATF rules but they still wanted to do FTF, I told them "NO".
I always ask for GADL and GA Carry Permit, I know I am covered then.

This is why I stick to local deals with guys with high feedback scores and current matching DL and GWL permits.

Meet FTF at a LGS then if he is a out of state resident then do the 4473.
Not only handguns, all guns, handguns, rifles , shotguns must go thru an FFL in a sale to an out of state resident. Just tell the guy no to FTF.
Also, NC residents have to have some kind of permit to buy handguns.
it's just like sex. when in doubt- pull out.
Where are you guys getting your info?I am a GA resident,but can go to Tenn.,to a dealer,and buy a long gun ,but not a handgun.I know that`s not a private sale,though.Who has looked up the US Code?
