I showed him this.

I would say we are legal on this.

When I called ATF she said only from FFL to FFL is legal.

I showed FFL FAQ from ATF's webpage, so he let me have it.

I would get the agents name and report her, at least they'll teach her the mistake she made

Nothing illegal about it. Many FFL's simply don't want to deal with the liability of it though.

What liability? there may be hassle involved if it gets booked in and is stolen, but no liability
