The Geneva Convention and Hague Accord require that the bullets used not be designed to expand. Essentially, they call for full metal jacket projectiles that just punch neat, clean holes through the bodies of enemy soldiers. Ironically, in the name of human decency, virtually every state in the union forbids the use of such ammunition against deer, bear, or other big game. The reason is that it tends to result in slow death and is not humane. WTF.
They swear that it isn't the case but the disparity leaves me with two thoughts.
1. It seems, by design, as though the ammunition is meant to wound but not kill enemy combatants.
2. If this were the case is it
a. To take them out of the fight but still give the person a better chance of being patched up by doctors and surviving
b. To take them out of the fight and leave them wounded requiring additional resources to come to their aid
