No. One bill passed the senate and was then sent to the house. Royston tabled that bill and the house passed their own bill. Until one bill or the other is passed by both house and senate it cannot go to the governor for his signature which would then make it "official".

You do realize that, generally, in those countries gun control is far stricter, take the UK where whole classes of guns are completely illegal, other can only be kept and shot at approved facilities. So if you've jumped through the hoops, (stricter than any NFA checks), and managed to qualify to own a gun having a suppressor is no big deal.
