Unfortunately, the street is owned by city of Suwanee.

if it's parked on your property maybe have it towed, I'm no legal counsel so take my advice for it is.

this is the first time I've heard of a hoa that doesn't want to get involved in something

They've very small front yard and perhaps fits just one car.

Not in front of your house.

Call the PD and ask if there are any ordinances about parking in front of another persons property. Blocking right of way, mebe even trespass?

You probably should "escalate" it to the parents if he is a juvenile. Hard to imagine they could be any worse than dealing with jr.

Unfortunately, the street is owned by city of Suwanee.

So call Suwannee police and tell them it's abandoned. Slip out there and pull his tag off is the easiest solution.
Or next time instead of politely asking tell him to move it in a not so nice way
