a local sheriff and police department will work with the NAACP Atlanta branch to make sure no laws are violated and the guns will be handled by the legal community after procured

That is good information. So city owned but leased? What connotations does this suggest?

Well the city has in the past claimed that if an organization leases city property that that organization can dictate rules on said property. We don't think that's how it works and are working on it.
