If he does not sign it, it will go into effect on July 1 by operation of law.
If he signs it, it will go into effect (a) upon the governor's signature if that is stated in the bill, (b) a specific date in the future as stated in the bill, or (c) on July 1 if no other date is stated in the enacted law. Most bills do not have a specific effective date, and become effective July 1, but you have to read the law in question to be sure.
Or he may veto it.
