Headlamp help...

My 2008 Camry lights have gone very dim - dim like the blinker is brighter than the headlamp. I am getting 12v where the lights plug into the wiring harness (not sure if that is good or bad). I have replaced the lights 2 times. The plastic housing is slightly hazy, but were cleaned well a couple of months ago. Any ideas?
 
With the engine running you should have 14+ volts. Check the ground for the light assemblies.

Sounds like a low voltage problem, can be from supply, bad wiring or poor ground.

If you have ~12v on one side, check the ground on the other prong. Should be less than 1.0 ohms. Anything higher resistance will reduce power available for the light. Most bulbs have 3 prongs, 1 for high, one for low, one for ground. Check your brights (high beam) as well. If the brights and low are dim, I would chase that wire until I found the ground and clean it.
