Mount safe level but high enough for water?

Hey everyone. I need to mount a safe on slightly unlevel ground and I'd also really like to get it a couple inches off the ground for water. I understand you compromise how difficult it is to pry them when they are elevated. Any ideas?
 
I have mounted a safe on several layers of plexiglass to raise it up off of a concrete floor to protect against moisture (heavy rains tend to cause a little water ingress). You could still bolt it to the floor with long enough bolts and/or bolt it to the wall.

I built a platform for mine, 2X6 frame with 3/4” plywood decking. Fastened the safe to the wall.

How about bolting it to a base made out of concrete?
One you make the frame & pour yourself.
Maybe 400 pounds worth of concrete would keep the safe from being moved and lift it a foot off of the ground. Sound good?
So the safe doesn't make contact directly with the damp concrete,
you can use a rectangle of Lexan the size of the footprint of your safe as a vapor barrier, but strong enough that it won't shatter easily and create a gap if somebody attacks it with a prybar.
