Need a little help with my 9.9 Evinrude.

I have a 9.9 Evinrude that I haven't used in some time for one reason or another.

Went out to "freshen" it up today, and the throttle seems to be stuck. There probably is some release that I have forgotten about. Tried shifting into gear to see if that would release it, no joy there. I really "chowed" down on it, but it's all plastic so tried not to break anything.

No play or give in it all.

While typing this post, I had the thought that maybe the kill key needed to be in it. Is that the case.
All help will be gratefully appreciated.

sometimes the old gas turns to varnish and makes the throttle tough to move. take carb apart.

Since making the original post, I have done more research, and looking at the motor.
It is a later model with a cable instead of the gears at the end of the handle. The cable is frozen. Soaked it in Kroil, no good. I think I can replace the cable but I can;t find instructions on how to take apart the throttle. It's plastic, and I don't want to start breaking stuff.

pb blaster in cable, it will never be right though. need to replace eventually or sell it to me at a yuge discount.

may could down load some manuals, i would think there would be some c clips then
