This may have already been discussed so please excuse if it has. I am just curious as to how a person could know if it was stolen. And what does this do to the bill of sale arguments.
 
It has probably always been a felony above a certain dollar value. My guess the intent is to get people carrying a stolen gun on the list of people that cannot be in possession of a gun during future encounters with the police so they can be charged with possession of a gun by a convicted felon. No matter what the value of the gun.
