This is crazy! So they want to "inspect" people's houses for illegaly owned guns? Am I hearing this correctly? Let's say I volunteered (hypothetically, of course). They show up and find a gun in my house that I didn't know I had. Maybe it was my parents gun. If it doesn't have a SN that was reported as stolen, wouldn't that gun belong to me, since it's in my possession? I would tell them, great, I'll keep that. What has been accomplished? Maybe I'm missing something here.
