Your article proves a point I have made earlier, in a thread about BATF dropping the hammer on folks on ODT with multiple transactions. By and large, BATF only makes illegal trafficing cases in cases where there are charges BATF considers more serious - the most common one being the one 9 out of 10 were charged with - knowingly selling a gun to a felon.

BATF busted some neckbeards that had been at the J&J Center for years for knowingly selling to a felon, and the transcripts of their conversations with the BATF undercover agents were downright hilarious. Along the lines, "my buddy here can't buy a gun because he just got out of prison", "no problem, y'all just come by the house tomorrow" sort of thing.
