Get a good 16" upper and you won't have a problem selling it like colt or DD or BCM. You're going to spend big bucks anyways for a good sbr upper that's if you want to stay within those companies. I paid $1200 for my colt upper alone but it's worth every penny.

i dont see why the ATF would care.
no stock + 10" bbl = pistol.
stock + 16" bbl = rifle
stock + 10" bbl = SBR

its a rifled bbl so its not like you can make a case for it as an AOW. seems fairly silly.
