A common or contract carrier must be used to ship a handgun. In addition, Federal law requires that the carrier be notified that the shipment contains a firearm or ammunition, prohibits common or contract carriers from requiring or causing any label to be placed on any package indicating that it contains a firearm and requires obtaining written acknowledgement of receipt."

The problem is that UPS will only ship items like ammo from a hub. Per the law above, you have to tell the carrier it's a pistol, and I'm not sure if they'd accept it for you. I know for sure they wouldn't at a store, maybe at a hub.

I think it's legal to ship a pistol intrastate (non-FFL to non-FFL), but you cannot use USPS:

I believe that is the policy of UPS and Fedex and not law. I've heard they went that route to combat "lost packages" that were in reality internal theft issues.

Yes, a non-FFL can ship a pistol interstate, but the recipient has to be an FFL.

Intrastate shipping of a pistol, I'm a little fuzzy on.

Residents of the same state can ship anything to each other.

The SHIPPER may have rules on what can be shipped, but BATF doesn't care how it gets between buyer and seller
