It's a do nothing law for another completely different reason ... they can only technically apply it to interstate commerce. If a state decides that it wants to regulate it's own firearms
manufacture etc inside the state only, even automatic weapons etc, there is technically nothing the federal government can legally do about it .... though that doesn't mean they won't do it anyway.
